At the birth of the African Union in Durban in July 2002, African Heads of States declared 2002-2011 the Decade for Capacity Building in Africa. The Durban Declaration requires a political commitment to the task of building capacity in vital sectors of African economies. The State President of the Republic of Malawi, His Excellency Dr. Bakili Muluzi, has decided to demonstrate a personal commitment to capacity building in Malawi by initiating the establishment of an Institute. Towards this goal, Dr Bakili Muluzi assembled a team of 12 Malawian professionals and academics in April 2002 and challenged them to develop a concept for the Institute. After 4 months of deliberations, the "Think Tank" came up with a concept which has now formed the basis for the development of the business and implementation plan for the Dr. Bakili Muluzi Institute (BMI).
